The guidelines provide high-level recommendations on maritime cyber risk management to safeguard shipping from current and emerging cyber threats and vulnerabilities and include functional elements that support effective cyber risk management. MSC-FAL.1/Circ.3:On July 5, 2017, the IMO issued MSC-FAL.1/Circ.3 Guidelines on maritime cyber risk management. The details are provided by the IMO’s Circular, Guidelines on Maritime Cyber Risk Management, MSC-FAL.1/Circ.3. The IMO Guidelines consist of six pages which provide detailed recommendations on maritime cyber risk identification and management to safeguard shipping from current and emerging cyber threats and vulnerabilities. It is critical that stakeholders understand their vulnerabilities. The IMO has issued MSC-FAL.1/Circ.3 guidelines on maritime cyber risk management that does a good job of outlining the many vulnerable systems within marine operations, including: 1.Bridge systems; 2. In 2017, the International Maritime Organization (IMO) adopted resolution MSC.428(98) on 2 MSC-FAL.1/Circ.3 on Guidelines on maritime cyber risk management.

The same year, IMO developed MSC-FAL.1/Circ.3 on Guidelines on maritime cyber risk management that covers maritime cyber risk management measures to safeguard shipping from current and emerging cyber threats and vulnerabilities. IMO Resolution MSC. 428(98) encourages flag state administrations to ensure that cyber risks are appropriately addressed in safety management systems (SMS) no later than the first annual verification of the Company’s Document of Compliance after 1st January 2021. There are two specific documents the IMO has put forward regarding cyber security. The first document is MSC-FAL.1/Circ.3; Guidelines on maritime cyber risk management. This document is a guide on the basics of cyber risk management. The Maritime Safety Committee or MSC, at its 98th session in June 2017, adopted Resolution MSC.428(98).
